Eelco Dolstra b72e93bca8 Add disallowedReferences / disallowedRequisites
For the "stdenv accidentally referring to bootstrap-tools", it seems
easier to specify the path that we don't want to depend on, e.g.

  disallowedRequisites = [ bootstrapTools ];
